Tahir Mamman was born July 7, 1954 in Adamawa state. He completed his early education where he grew up with his parent before he proceeded to Ahmadu Bello University, where he earned his LLB degree.
Tahir Mamman was called to the bar in the Nigerian Law School in 1984 and holds a master’s degree and Ph.D. from the University of Warwick, England.

Tahir Mamman began his career as a professor at the University of Maiduguri in the Faculty of Law and became the faculty’s Dean. He has served in several positions including as a judiciary in Adamawa State and as head of the department of common law at the University. He was also a member of the Adamawa State Local Government Election Tribunal and a member of the National Universities Commission.
Tahir Mamman has also served as the Dean of Student Affairs at the University of Maiduguri and was also a part-time consultant in the State House of Assembly of Adamawa, Borno, and Yobe states. He was once an external examiner at Ahmadu Bello University and an advocate for the Youth Federation of Nigeria.
In 2001, Tahir Mamman was the deputy director of Nigeria Law School Kano campus before he became the Director General. After completing his tenure as Director General, he joined party politics. In 2014, he contested in the Adamawa state governorship election under APC but lost.
In 2020, Tahir Mamman was appointed by the APC national executive committee as a member representing the northeast zone/ acting national vice chairman northeast in the National Caretaker/ Extraordinary Convention Planning Committee (CECPC).
Presently, Tahir Mamman is the Vice Chancellor at Baze University Abuja and was recently appointed the new Minister of Education by President Bola Tinubu in 2023. He is a fellow and member of different Bodies and organizations including the Niger Delta development commission (NDDC), the International Association of Law Schools in Washington DC, the Nigerian Bar Association, the Nigerian Association of Law Teachers, the Commonwealth Legal Education Association, United Kingdom Centre for Legal Education, International Bar Association and Body of senior advocates of Nigeria.
