Shuaheeb Olabode Agoro was born in Lagos state. He completed his early education at St. Gregory College, Lagos before he proceeded to Lagos State University to study Political Science but unfortunately, he did not finish. He went to the Leeds Metropolitan University in Leeds, England, where he earned his Bachelor of Law degree. He went to the Nigerian Law School, Lagos in 1994.

Olabode Agoro holds a Master of Laws in Petroleum Law and Policy at the Centre for Energy Petroleum Mineral Law and Policy from the University of Dundee, Scotland. He also holds a certificate in Public and Private Partnership Infrastructure in a Market Economy from John. F. Kennedy School of Government, Harvard University.

Olabode Agoro began his career working with one of the foremost and prestigious law firms in Nigeria, F.O Akinrele & Co. During his time at the law firm, he gathered substantial and quality experience in oil and gas law, shipping law, and litigation work.

After obtaining his LLM degree, he worked with Denton Wilde Sapte as a lawyer in the Energy Department. He also worked as a legal officer for Legal Technologies Limited, London.

In 2003, Olabode Agoro returned to Lagos State where he was employed in the Civil Service of the Lagos State Government. he served as the director of the Lands Bureau and then as director of Land Regularization before he was appointed as the permanent Secretary of the Land Bureau in 2015.

Recently, Olabode Agoro was appointed as the 22nd Head of Civil Service of the state by the Lagos State Governor Babjide Sanwo-Olu. However, his appointment is to take effect from September 30, 2023.
